Alkaline System and how it works:

The Alkaline system is designed as to purify the tap water to pure water first, then it adds a little Calcium and Magnesium minerals back to increase the pH to around 8.5. The pH is adjustable depending on the mix of Ca and Mg, more Mg means higher Ph.
The purity of the water can be verified by the use of TDS water quality meter #578 $24
The pH level can be verified using the digital pH meter , PH-80, $49
